BADP Funds Between 2008 – 2013 - A Summary Analysis (map)

Every year special package under the Border Area Development Programme (BADP) is provided for the Border Blocks. This gives an overview of such provision for the last six years. This fund is released by the Department of Planning (GoAP).

Changlang District is receiving fair amount (average 10.7%) as this fund is distributed among the 12 to 13 districts. The percentage has been consistent over those five years.

In Changlang District, only four Blocks are entitled for this fund. They are Manmao, Nampong, Khimyang and Khagam Block. As a large Block, Khagam has been receiving most of the funds over the years. Most probably Khagam Block will not be entitled under BADP once Vijoynagar Block is fully finalized.

The Khagam Block should have utilized for Vijoynagar area as they did in 2009-10, because the fund was allocated specifically in mind for Vijoynagar. Other areas of Khagam Block are no where near international borders. In other years, the Block have spent very less amount for the development of Vijoynagar area. This also explains why local politicians are not in favour of allowing full-fledged block for Vijoynagar.
