At the Lok Sabha debate on 18 December 2002, our MP Late Wangcha Rajkumar, proposed ten new tribes from Arunachal Pradesh to be added to the Sixth Schedule. The following were the tribes to be added, listed as in the proposal.
Unfortunately, none of these tribes have completed inclusion in the Sixth Schedule till today. (The Tribal Ministry listed the list of Scheduled Tribes of Arunachal Pradesh as: All tribes in the State including : 1. Abor, 2. Aka, 3. Apatani, 4. Nyishi, 5. Galo, 6. Khampti, 7. Khowa, 8. Mishmi, Idu, Taroan, 9. Momba, 10. Any Naga tribes, 11. Sherdukpen, 12. Singpho, 13. Hrusso , 14. Tagin , 15. Khamba, 16. Adi).
For the other nine tribes, its not a big deal in terms of facilities. They have been receiving Scheduled Tribes provisions by alternate ways (in the name of other tribes or sub-tribes) and they just claim separate identities.
But for the Yobin it is a big deal. We don’t receive support from the State government. In fact, the State Government does not even allot us land document, student stipend, job provisions, nor residential certificate. We therefore receive gross injustice and its becoming more difficult to wait until our name is included in the Schedule.
The only known action from the Central Government after this was a requirement for an ethnographic report which was returned in 2006. Since then, it has been complete silence from their side.
